Call it a trait from her cat heritage, but Tieguanyin is quite the independent one. She will follow the rules only for as long as they suit her, but in every other sense she has her own free will, preferring to act on her own choices. At the current moment, being a part of the Red Ribbon Army is important toward her goals, thus she follows the rules well enough to hold her rank. However, when she sees an opportunity, Red is quite capable of bending the rules to her own advantage.

So, she doesn't always keep her promises, it depends really. She'll lie to get her way, but in the end, it's a toss up of whether or not she can further herself by going through with whatever she has promised, or if it will only hinder her to see it through. She will cheat, steal, abandon allies or enemies, tell the truth, torture people, risk her own life, and countless other things if it helps her toward her goals.
